Victor’s core competencies are in optimising Public Health Supply Chain operations and strengthening Procurement and Supply Management systems across Malaria, HIV/AIDS, Reproductive Health, Tuberculosis and Immunisation programmes in Africa. He has expertise in stakeholder management and has worked closely with Government at Federal, State and LGA levels, donors, development/implementing partners and other relevant stakeholders to ensure the coordinated and smooth implementation of Public Health Supply Chain in developing countries.
Prior to joining PSA, he worked as a key member of the start-up team for the Global Fund-supported Nigeria Supply Chain Integration Project. During this period, he facilitated the operation of the Logistics Management Coordinating Unit and implemented supply chain strategies with government, donors and implementing partners to ensure data visibility, integration and ownership of public health supply chain by the Government of Nigeria.
Later, he functioned as a Logistics Adviser, managing the USAID-funded SCMS and DELIVER projects in Nigeria and as a Consultant Pharmacist on the Strengthening Integrated Delivery of HIV/AIDS project funded by USAID. He has also worked as Supply Chain Manager on the Global Fund Malaria PR Grant with Catholic Relief Services, where he provided strategic leadership, oversight and coordination to ensure all PSM strengthening activities were implemented systematically with a focus on specific needs for the programme across 13 States in Nigeria.
Victor provided technical assistance to the Ivory Coast’s Public Health systems as part of the National Tuberculosis control programme in a WHO affiliate facility, Centre Anti-Tuberculeux, in Bouake. There, he supported inventory management procedures, standard dispensing protocol and clinical care for clients.
He holds a graduate professional certificate from the Department of Global Health, University of Washington, a Master’s degree in Development Studies from the Post-Graduate School of Nigerian Defence Academy, and he is currently concluding an MSc in Procurement, Logistics and Supply Chain Management from the University of Salford.
Victor is at PSA because he believes in creating and developing strategies for Public Health Systems Strengthening in resource-constrained settings and developing countries.
